What is Illinois E-Pay?
Illinois E-Pay is a system that allows customers to pay their bills conveniently on the Internet. You can pay using your major credit card or by e-check. This program is operated by the State of Illinois and there is a convenience charge for using the service. This fee is not charged or collected by the City of Decatur.
Is Illinois E-Pay safe?
Yes. At Illinois E-Pay, security is provided via Secure Socket Layer (SSL) encryption and digital certificate technology. Illinois E-Pay uses VeriSign as their SSL digital certificate provider, allowing users the strongest certificate services around. All sensitive information you enter during the payment process, including credit card and e-check information, is encrypted while traveling the Internet.
NOTE: E-mail is not secure and this process does not apply to any information exchanged with Illinois E-Pay or the City of Decatur through e-mail. Please remember, your e-mail correspondence should NEVER include sensitive information you would not like to share with the general public, as e-mail is never a secure environment on the Internet.
Per the Fair Credit Billing Act, your bank cannot hold you liable for more than $50 of fraudulent charges. In the event of unauthorized use of your credit card number, you must notify your credit provider in accordance to the reporting rules and procedures listed in your account agreement.
What bills can be paid using Illinois E-Pay?
You can pay the following using the Illinois E-Pay system:
- Utility Bills
- Garage C Parking Permits
- Duck Blinds
- Boat Licenses
- Pier Permits
- Weeds Citations
- Parking Tickets
- Building Permits
- 72 Hour Clean-up Notices
- Lake Citations
- Pet Citations
What forms of payment are accepted?
You can pay using your MasterCard, American Express or Discover credit card or by E-Check. Remember that you can pay your bill online at any time.
What information do I need to have available while performing my transaction?
For Utility Bills you will need your Bill Number, Account Number, and the Amount Due.
- The Bill Number can be located in the stub portion of the bill just above the name and address information.
- The Account Number can be located in the stub portion of the bill to the right of the Bill Number.
- The Amount Due can be located on the right side of the stub portion of the bill. Remember to enter the correct amount. If you are paying after the due date, enter the larger of the two amounts.
For Invoice Payments you will need your Bill or Invoice Number, your Customer, Boat, Pier, Space or Blind Number (depending on the type of payment you are making), and the Amount Due.

- The Amount Due can be located in the stub portion of the bill.
For Miscellaneous Payments you will need the Case, Permit, Ticket or Citation Number and the Amount Due.

How long does it take for payments to be applied to my account?
Please allow 3 days for your payment to be posted. Bills paid via Illinois E-Pay within 72 hours of the due date may be subject to applicable penalties for late payment.
