What Does Each Layer Represent (Metadata)?

Addresses All base addresses (no suite or apartment numbers), represented as points, within the city or outside the city where the city has service agreements. This layer allows all the departments within the City and various emergency responding agencies to coordinate and share information. Maintained by the City’s Department of Economic and Urban Development.
Buildings Building polygons initially created using orthophotography taken in the summer of 2005.  This layer will allow someone to identify the type of building and in some instances give the name of the complex.  Maintained by the City’s Department of Economic and Urban Development.
Coal Mine Maps Scanned maps of mining operations by the Decatur Coal Company (DCC) and Macon County Coal Company (MCCC). The original maps (DCC map drawn 1914 and updated until 1926, MCCC map drawn 1926 and updated until 1946) were scanned and merged into one map for this display. The original MCCC map is on file in the Macon County Recorder of Deeds office.
Decatur Corporate Boundary This layer represents the boundaries of the City of Decatur. It is updated when the City Council approves annexations. Maintained by the City’s Department of Economic and Urban Development.
Enterprise Zone A variety of state and local incentives are available in the Decatur Enterprise Zone including local property tax abatement for eligible projects. The Decatur Macon County Enterprise Zone was renewed in July 2003 and will expire on July 1, 2013. Updated as needed by property annexation into the zone. Maintained by the Economic Development Corporation of Decatur and Macon County.
Fire Hydrants Fire hydrants within the City of Decatur.
Flood Zones FEMA flood zones and designations.
Garbage Haulers This layer is updated when there is any change in garbage collection areas. Maintained by the City’s Department of Economic and Urban Development.

Lake Decatur Lake boundary, updated last from orthphotography taken in the summer of 2005.
Lakes and Ponds Open water bodies other than Lake Decatur in Macon County digitized from orphotography taken in the summer of 2005.
Local Historic Districts If an address is located within one of the local historic districts it is the responsibility of the home owner to be aware of the preservation guidelines and requirements for a certification of appropriateness. Maintained by the City’s Department of Economic and Urban Development.
Macon County Boundary County boundary maintained by the Macon County Planning & Zoning department as needed.
Macon County Municipalities Census 2000 TIGER/Line® file of municipal boundaries (outside Decatur) within Macon County.
Macon County School Districts Census 2000 TIGER/Line® file of school district boundaries within Macon County.
Macon County Tax Parcels Tax parcels maintained by the Macon County’s Supervisor of Assessments. Parcel boundaries are updated on a yearly tax cycle, while ownership changes are updated weekly.
National Historic Districts For information on National Historic Districts, please visit Illinois Historic Preservation Agency at http://www.nps.gov/nr/index.htm. Maintained by the City’s Department of Economic and Urban Development.
Neighborhoods Neighborhood boundaries defined by Dove Community Inc. Maintained by the City’s Department of Economic and Urban Development.
Parks and Golf Courses Decatur Park District property, including information on facilities in each park. Updated as needed.
Plat A group of layers that include lot lines, their dimensions, and block and subdivision boundaries.  Maintained by the Macon County Planning & Zoning department as needed.
Redevelopment Districts If an address is located within one of the redevelopment areas the property may be eligible for City funding. Maintained by the City’s Department of Economic and Urban Development.
Rivers and Streams GIS layer from the Illinois State Water Survey, enhanced within Decatur city limits. Updated last using orthophotography taken in the summer of 2005.
Roads and Railroads Road centerlines maintained by the Emergency Telephone Services Board of Macon County. Updated as needed.
TIF Districts Tax Increment Financing, or TIF, is a tool state lawmakers gave local governments more than 20 years ago to help local governments restore their most run-down areas or jumpstart economically sluggish parts of town. Businesses within the TIF districts may be eligible for certain incentives. Maintained by the City’s Department of Economic and Urban Development.
Wells Prohibited Areas where groundwater wells are prohibited by city ordinance.
Zipcodes 2000 TIGER/Line® file of zipcode boundaries within Macon County.
Zoning This layer group and the City’s Zoning Ordinance provide information on what someone can and cannot do with a particular property. This layer is updated every month after the City Council meeting. Maintained by the City’s Department of Economic and Urban Development.
